Main Article Content
Abstract
Abstract: The objective of the article is to define the concept of hybrid terrorism, the elements that comprise it, its initial phases, and the radicalization process of the militant terrorist. Therefore, this study aims to define a new type of criminal behavior that emerged in the 21st century in certain world regions where instability and low governance are present. This type of terrorism, contrary to others, is not underground, and its actions are generally known in the society in which it manifests itself because of its specific characteristics, militant behavior, and prosecution challenges. It was concluded that in the cities where hybrid terrorism has materialized, institutions have been instrumentalized to delegitimize the State's security forces and corps in order to replace democracy with autocratic systems supported by regional alliances.
